In order to avoid of abuse in the market of government tenders, to creation of competitive environment and to resist corruption, the Government has introduced legislatorial mechanisms of regulation of state tendering process. Over the past five years, legislation and, accordingly, the rules in public procurement have changed a few times. The existing law of government tenders contains a provision on equal participation in procurement process, both domestic and foreign manufacturers, creating a competitive environment and providing efficient use of public money.
